It was developed at the end of the 1980s within the Newport Police Department (USA) by John Eck and William Spelman as part of their experiments with techniques focused on problem-solving techniques.<\/p>\n<p>Working in \u2018problem-solving\u2019 mode is a profoundly different approach to policing. .
